Local 478 has a partnership with Connecticut's Office of Homeland Security and Office of Emergency Management. Local 478 has more than 60 members who are trained as disaster site workers and have experience in responding to emergencies in an urban setting.

In the event of a natural disaster or terrorist attack, efficient and timely response is crucial. Local 478 has provided instruction to the Office of Homeland Security's first responders on how to operate and work around heavy machinery such as bulldozers and cranes in these unusual circumstances.
This unique partnership allows for better communication and coordination between first responders and Local 478's heavy machine operators, who are among the first to be called in the rare event of a disaster.
